SIR PETER CONTRIBUTES TO SUCCESSFUL PASSING OF ICAC ACT

In 2020, the PNG Parliament successfully passed the Organic Law on the Independent Commission Against Corruption Bill making it an Act of Parliament.

This was eight years after the initial step taken in 2014 to amend section 242 of the Constitution.

Attorney General Dr Eric Kwa during a presentation at the Australian National University’s Development Policy Centre said parliament amended the Constitution, section 242 and that established the Independent Commission Against Corruption. The only hold up was the supporting law.

With immense political will from the Government, the passing of the Organic Law on ICAC was achieved, in November 2020. Eight months later Sir Peter Ipatas was appointed the Chairman of the Permanent Parliament Committee on Constitutional Laws and Acts and Subordinate Legislations.

In an interview with LoopPNG, Sir Ipatas said corruption in this country is like a cancer or a disease there has been a public outcry for many years now to encourage the government to take necessary steps in fighting corruption.

The successful passing of the Organic Law on ICAC now sees the establishment of the Commission.

The Independent Commission Against Corruption is one of the Government’s strategies to fight corruption in the public service system. ICAC will not only investigate politicians but Public Servants throughout the country, to ensure those corrupting the systems are removed.

Non-Governmental Organisations who advocate on fighting corruption in the country such as Transparency International PNG and Act Now PNG have welcomed the news of the passing of ICAC. ACT Now PNG says for Papua New Guinea, an ICAC will be a first promising step on a long road to open an accountable government.

For many years, PNG has been placed on Transparency International’s corruption perception index as a highly corrupt country. The Government hopes to change that through the establishment of ICAC.

For the people of Enga and Sir Peter’s Peoples Party, this is an achievement for contributing to something great for the people of PNG.
