C. IMPROVE TRANSPORT, ICT, ENERGY, HOUSING AND WASH INFRASTRUCTURE.

1. Support the Connect PNG Program and Link It to Unleash Commercial Agriculture Potential.

Ensure that all transport infrastructure undertaken is linked to connect population to services and to access potential agriculture areas for scale commercial production for export and domestic markets.

2. Programmed Budget for both National and Provincial Transport Infrastructure.

People’s Party will restore deteriorating transport infrastructure and protect transport infrastructure assets from becoming degraded due to lack of programmed maintenance funding.

3. Affordable ICT Services and Increased Participation in E-Commerce & On-line Learning.

ICT enhances business efficiency and productivity at all sectors of the economy. Addressing affordability is critical to allow greater access to more Papua New Guineans for both business and education purposes.

4. Provinces Generate their own Hydro/Geothermal/Renewable Electricity and Wholesale Supply to PNG Power.

Provinces that have the resources to generate electricity through ‘built-operate-transfer’ or Private-Public Partnership arrangements at a sizeable capacity can produce electricity from hydro, geothermal or other renewable sources to meet provincial energy requirements and for the supply of any excess energy to PNG Power as a means of generating internal revenue for their province.

5. Employees’ Housing Program with Superannuation Funds.

People’s Party cares about the welfare and productivity of public servants in PNG. Public servants must have their own houses as soon as they are employed at any level. Super Funds will amend its business policy to purchase house for public servants to live in, repay at certain rate fortnightly as if they would pay normal rate, and own the house once the Superfund recoups the costs with agreed interest and the mortgaging on super-savings is freed.
