PILLAR 4:
Provide Free and Subsidised Quality Health Care, Education, Sports and Arts.
Policy Pillar 4.1: Provide Free and Subsidised Quality Health Care
Having a healthy population is a key development pillar for Papua New Guinea. People’s Party wants to see a healthy population through effective delivery of basic health care to our rural population who need it the most. We also want to see our major hospital in urban centres fully equipped with appropriate and essential medical equipment.
Key Strategic Areas
PILLAR 4.1: PROVIDE FREE AND SUBSIDISED QUALITY HEALTH CARE
1.
Promote the Community health concept in all Ward Councils to reduce deaths to curable diseases and reduce the maternal and infant mortality rates in the country.
2.
Upgrade and establish Health Centres in all the Local Level Government areas.
3.
Establish District Hospitals in all 89 Districts with medical officers and nurses to provide basic quality health care to the people.
4.
Rehabilitate and upgrade existing 22 Provincial Hospitals to referral hospitals to attend to people with major illness, surgical and emergency cases.
5.
Rehabilitate and Upgrade four (4) regional hospitals with specialised physicians to cater for specialised medical services for sick ones that Provincial Hospitals refer to them.
6.
Training more specialised medical officers and nurses for good patient care.
7.
To ensure gradual shift from Primary Health Care to Specialised Health Care system in the country.
Policy Pillar 4.2: Provide Free and Subsidised Quality Education
Investing in education is imperative for any government of the day, to educate and train the population, from early childhood to adults specialising in various fields.
People’s Party believes that education is an investment for the future and has championed free education over the last two decades through the Enga Provincial Government under the leadership of Grand Chief Sir Peter Ipatas.

However, quality of education in the country has dropped dramatically, where the current curriculums taught in all our educational institutions from early childhood learning to university or college level needs to be changed.

The People’s Party would like our education system to be aligned with the Australian curriculum in all places of learning in the nation, from early childhood to university and college level, to elevate the quality of education in Papua New Guinea to be on par with the some of the best in the world.
4.2.1 Elementary, Community & Primary, High, Secondary & National High, TVET Schools
Acknowledging that access to basic education is the right to all school age children the People’s Party policy will step up its policy to include an emphasis on the quality of the education being delivered with knowledge and skills able to be imparted to anyone who wishes to study and learn in a variety of teaching institutions.

PILLAR 4.2.1: ELEMENTARY, PRIMARY, HIGH, SECONDARY, NATIONAL HIGH AND TVET SCHOOLS
1.
All Ward Councils to have at least two Elementary Schools.
2.
Each LLG to have at least 10 Community & Primary Schools.
3.
Each LLG to have at least one (1) High School.
4.
Each District to have at least two Secondary Schools.
5.
Students at Secondary & National High Schools to be provided with skills and training linked to jobs.
6.
Establish at least one TVET (Polytechnic College) in each electorate.
7.
Rehabilitate existing institutional infrastructures to increase enrolment for 50,000 plus students passing out from Secondary and National High School.
8.
Subsidise school fees for students in Grades 1 to 12.
9.
Conduct review of the entire Education System in PNG with the goal of ensuring that it’s on par with world standards.
4.2.2 Higher Education, Research, Science & Technology
The number of students passing out of Secondary and National High Schools has increased over time however; spaces at colleges, territory institutions are limited to accommodate all. Therefore, the Peoples Party’s policy through the District Service Centre initiative will rehabilitate and establish colleges in LLGs, District & Provinces to enrol those that graduate from Secondary & National High Schools and provide practical job skills and knowledge.
Key Strategic Areas
PILLAR 4.2.2: HIGHER EDUCATION, RESEARCH, SCIENCE & TECHNOLOGY
1.
Build Vocational Centres (TVET) in all Local Level Governments.
2.
Build Community Colleges in all 89 Districts.
3.
Establish technical colleges, Nursing Colleges, Teacher Colleges, and Agriculture Colleges in all 22 Provinces.
4.
Establish one (1) University each in 4 regions of PNG.
5.
Rehabilitate and expand existing Universities and Colleges to increase enrolment.
6.
Establish at least one TVET (Polytechnic College) in each electorate.
7.
Rehabilitate existing institutional infrastructures to increase enrolment for 50,000 plus students passing out from Secondary and National High School.
8.
Introduce and refine student loan schemes in Tertiary Institutions.
9.
Introduce and refine Scholarship Schemes in Tertiary Institutions within PNG and overseas.
Policy Pillar 4.3: Effective and Sustainable Sports and Arts Development Programs
Sports and the Arts are proven vehicles for influencing positive social behaviour in young people and contributing to a healthy, holistic lifestyle. In addition, they have commercial, economic and social benefits for individual and the community at large.
Sports people and artists can potentially earn income from their crafts and the community can also benefit from the commercial spin-offs and benefits.
