F. PROVINCES BECOME THE FOCUS OF SERVICE DELIVERY.
1. Provinces Have Greater Autonomy.
Every province run its own affairs with greater discretion and flexibility.

2. Full Decentralisation Role with Concentration of Public Servants in Provinces Rather Than at Waigani.
Grant greater responsibility in service delivery in the spirit of decentralisation to provinces, with mass deployment of public servants from Waigani to provinces.

3. Provinces engaged in Export and Revenue Generating Activities.
Advocate for provinces to hold state owned enterprises or acquire assets to generate more of their revenue from their own sources

Encourages inter-provincial competition and better outcome in service delivery.

Promotes effective service delivery outcome with lesser duplications of functions at national and provincial levels.
