Policy Pillar 6.1 Servicing Rural PNG
Servicing rural Papua New Guinea is one of the key priority development agenda of the Peoples Party. We will draft a policy to establish ‘District Service Centres’, to serve the 80% of the rural population of the country. People’s Party will ensure all districts of Papua New Guinea will have fully established District Service Centres.
Key Strategic Areas
PILLAR 6.1: SERVICING RURAL PNG
1.
A secured District Headquarter with all lands owned or acquired by State; (Proper allocation of allotment & section).
2.
Proper Electricity Supply, Water Supply & Sanitation and Road network (Street).
3.
A fully functional District Administration with all Public Servants stationed living and serving the people.
4.
A stable and powerfully District Development Authority with the local MPs as the Chairman, Members of the Authority and Local Level Governments and its Ward Councils; (Council Chamber with officers for LLG Presidents, MP and DDA Members).
5.
A District Hospital with medical officers in each district.
6.
At least one District Secondary High School in each district.
7.
At least one District Technical College (Community College or TEVET) in each district.
8.
At least one District Police Station with 100 Police Officers in each district.
9.
At least one District Court House with two magistrates and court official in each district.
10.
Joint Sitting Peace Meditation Cases in each district.
11.
A District Treasury with banking & postal services (sub branches) in each district.
12.
At least one District Market in each district.
13.
A Commercial Centre in each district.
14.
A sporting facility & with amenities in each district.
15.
Proper Telecommunications & Internet Services in each district.
16.
Empower people through provision of economic opportunities and appropriate funding facilities.
Policy Pillar 6.2 Attract Foreign Investment and Partnership
PNG is part of a global community. Since independence in 1975 our first Prime Minister, Grand Chief Sir Michael Somare adopted a foreign policy; friends to all and enemies to none and other successive governments led by Sir Julius Chan, look North Policy with developed and industrialised countries in the Asian Region, and Paias Wingti, look north and walk the Pacific Way. The recent O’Neil Government focused its foreign policy on strategic alliance, bilateral and multilateral relations with donor agencies and countries in the Oceania Region, Asia, the European Union member countries and others.
The Peoples Party Policy takes into account the modernization of PNG in engaging with foreign governments diplomatically to bring tangible development and improve the living standard of our citizens. With our limitations in mainly technology, human resource and capital to exploit vast natural resources, we need our foreign partners.
Peoples Party wants to engage meaningfully and invite genuine foreign governments and investor through joint venture partnership with the local people of this country in developing our country in those sectors where we need them. In this way, our indigenous people will have ownership over their resources, feel proud about their identity and culture and have respect towards foreign governments and investors.
