PILLAR 1:
Promote and Ensure Stable, Effective and Efficient Governance and Administration
Policy Pillar 1.1: Good Governance and Leadership at all Levels of Government
Papua New Guinea adopted the Westminster System of Government where the Monarch of England is the Head of State and all three levels of Government comprises of elected representatives.

The three (3) levels of government are the Local Level, Provincial and National Governments operated by its three arms, which are; the Executive, Legislature and Judiciary, which ensures businesses of the country functions effectively according to the laws and guiding principles stated in the Constitution.

Leaders must comply with functions and processes of government while discharging their duties. People’s Party envisions that a decentralised government could deliver tangible developments upon good and vibrant leadership at sub-national levels.
1.1.1 Good Governance
It has always been the Peoples Party’s objective to see a stable government with prudent political and administrative leadership that serves the wishes of the people. People’s Party promotes a government that has zero tolerance for corruption and abuse of powers, and greater respect to the rule of law and guiding principles that shape the country.
People’s Party will ensure there is strict demarcation of roles and responsibility between elected leaders and civil servants in the handling affairs of public interest and delivery of services.
The National Government, Provincial and Local Level, serve the basic needs and wants of the people through a coordinated system rather than bureaucratic bottlenecks.
Key Strategic Areas
PILLAR 1.1.1: GOOD GOVERNANCE
1.
Ensure Effective Public Service.
2.
Promote ICAC by reducing and eliminating corruption (Eg. public and private office holders and civil servants terminated from duties if proven guilty of an offence).
3.
Amend Sections of the constitution to declare that people who are found guilty or imprisoned criminally by a court of law or declared bankrupt by a recognised financial institution or commercial bank do not hold any public office, contest in Local, Provincial and National Elections.

Effective Public Expenditure and Financial Accountability.
1.1.2 Good Leadership
Great leaders are visionary and lead by setting higher standards.
Good leadership is the key to realising our visions. With firm and honest leaders in power, we will see tangible changes and services reaching the four corners of our country in both urban and rural areas. Increased accountability and transparency in procurement process and weeding out corruption are part of a good leader’s values for the betterment of our people.
People’s Party upholds this important aspect of our Good Leadership Policy and will continue to strive to provide these at all levels of government, politics, business, and at community level.
There are different leaders at all levels of society. However, the People’s Party Policy on leadership looks at those of elected leaders, constitutional office holders and Public Service.
People’s Party advocates for leaders who take leading roles in planning and managing the affairs of their people without fear or favour. PP stands to provide leaders of higher quality that are not compromised, have wisdom, integrity, honesty and decisiveness, who say no to corruption and are God fearing.
People’s Party promotes leaders at the Public Service to earn their jobs on merit, qualification and experience, to ensure that government policies and budgets are implemented accordingly to achieve maximum results thus, ensuring that basic essential goods and services reach the majority in the rural areas of the country.
Leaders shape our nations, communities and organisations. We need good leaders to help guide us and make the essential and crucial decisions that keep the world moving.
In People’s Party we want leaders with integrity, ability to delegate, communicate, self-awareness, gratitude, learning agility, influence, empathy, courage, respect and God fearing.

PILLAR 1.1.2: GOOD GOVERNANCE

Promote a Leader who is God fearing and services oriented.
2.
Restore and sustain the integrity of leadership at all levels and lead by example.
3.
Promote transparency and accountability.
4.
Put in place laws, regulations and policies to weed out corrupt practises at all levels of Government.
5.
Identify, breed and support a leader who has integrity and standards towards his/her conduct and livelihood.
6.
Appointments to be strictly made along Party lines to promote Party’s polices and interests most of which are contained herein
7.
Appointments to public offices to be made on merits, experiences and of good character.
Policy Pillar 1.2: Provide Stability in Government
Stability in the Government of the day is paramount. People’s Party has always provided stability in government and will continue to promote and provide stability in Government so that both National and International issues are well addressed.

With stability in the Government, the country will experience significant progress. For example, domestically, we can expect to see more infrastructural development in the rural areas while internationally, Government stability attracts more Foreign Directs Investments (FDIs).

PILLAR 1.2: PROVIDE STABILITY IN GOVERNMENT
1.
Form and support a stable Government for the continual deliverance of essential polices.
2.
Identify, groom and select capable People’s Party Parliamentary Members to take up ministerial portfolios in Cabinet.
3.
Make cabinet decisions based upon established and lawful processes and procedures.
4.
People’s Party discourages party hopping thus, will put in place a MOA for tougher penalties for our National Members of Parliament, Provincial and Local Level Members to face if they breach this agreement.
5.
The Party will develop a high value selection criterion for candidates who want to contest elections.
6.
The Party will rebuild on our traditional social structures and leadership to create safer societies for all our all our people.
7.
People’s Party political leaders will make decisions based on party caucus resolutions, consultations, laws and policies.
Policy Pillar 1.3: Promote Effective Public Service Machinery
The Public Service in PNG is frequently blamed for the ineffectiveness and many bottleneck processes in service delivery to our people. Some of these issues are caused by the policies and systems we have in place.

People’s Party wants to correct areas in the public service where systems have broken down and to restructure the public service to work more effectively, so that it truly fulfills the purpose it serves. People’s Party wants to do away with bottleneck process and the duplication of functions, which are key impediments to services not reaching the majority of Papua New Guineans on time.

PILLAR 1.3: PROMOTE EFFECTIVE PUBLIC SERVICE MACHINERY
1.
Increase salaries & remunerations for Public Service.
2.
Establish provision of worker or life insurances for all Public Service.
3.
Establish provision of affordable houses for all Public Servants.
4.
Make Waigani become a policy, planning, monitoring, and financing centre for government and others functions and staff transferred to the Provinces, Districts and LLGs.
5.
Increase number of Public Servants in the Provinces, Districts and Local Level Governments to implement government programs. One key programme is to reintroduce Agriculture Extension Officers.
6.
Increase number of public servants at the sub-national levels for further capacity in especially targeted trainings.
7.
Make provision of secure work environment with respect to gender balance to effectively deliver services to our people without fear or favour.
8.
Support zero corrupt practises at work place, no commission work, no business interest and mismanagement of public funds.
9.
Implement tax-free schemes for civil servants under the salary rate of K 50,000.
10.
Reduce personal income tax for Public Servants salary range from K 100, 000 and down.
11.
Amend Super Fund Savings Act so that Public Servants who retires, terminated and retrenched from formal employment receives all savings & entitlements before vacating place of work.
12.
Create a workable system of public service where services are effectively and efficiently delivered to the people.
Policy Pillar 1.4: Decentralisation of Powers
Significantly empower sub-national governments (Provinces, Districts and LLGs) to participate effectively in the development of their respective localities.
The People’s Party believes in the decentralised system of government. The three-tier system of government must be maintained but with more functions and powers transferred to the Provinces, Districts & LLGs from Waigani or the National Government Agencies and Departments
