PILLAR 2:
Secure a Safe and Peaceful Society
For Papua New Guinea to achieve a safe and peaceful society there must be an overall change in the law and justice sector. Therefore, the People’s Party key priority is to aggressively work to improve the law and justice sector in the country.

Today there is a complete breakdown in this sector which has resulted in increased lawlessness. Our courts are not functioning effectively, with a total breakdown in the management of the Royal Papua New Guinea Constabulary and the Correctional Institutional Services.

There is extremely poor discipline in the law enforcing agencies, standards and the code of ethics has dropped dramatically and as a result the people do not fear, favour nor respect their own law and justice sector. Many convicted criminals walk freely, the court are compromising judgments, CIS jails assist in massive jail breakouts and worse the police force has gone out of hand.

People’s Party believes that to effectively overhaul the law and justice sector the Papua New Guinea government urgently needs the intervention of the Australian Government, through the re-introduce the ECP program to bring Australian judges to serve in our courts, Australian Federal Police in our police administration and operations, Australian CIS in our correctional services sector, so they can administer and instil command and control in these sectors to minimise the law and order problems in the country.

People’s Party wants to make sure the PNG Government grants immunity to the Australian judges, police and CIS officers to work along our operations. Citizens now live fearfully in their own country, where the internal security is on high risk from the rural communities to urban centres and cities.
Policy Pillar 2.1: Upholding Christian Principles
“In God We Trust” is the Core Value of People’s Party. Therefore, the Party’s first priority is putting God first in everything we do. In any position that People’s Party is in we will ensure Christian principles are upheld as enshrined in the Constitution of the Independent State of Papua New Guinea.
The Gospel of Jesus Christ is paramount and People’s Party will continue to support, through planning and budgetary allocations, working with Church partners. The NGOs and Churches have played an important role in pre and post-independence in the delivery of the Gospel of Jesus Christ, health, education and social welfare programs right to the rural peripheries of our country (Vision 2050, pg. 48).
Key partnerships will be developed and strengthened with NGOs and Churches to support their programs. Therefore, we believe in putting the interest of our people first and foremost by advocating for strong and decisive policies that promotes integral human development.

Policy Pillar 2.2: Secure a Safe and Peaceful Society
People’s Party supports the ideology of a safe living environment and society. Living, working, moving around in a safe, and secure society is a key policy that we will promote for the people of this nation.
Furthermore, our borders must be secured from outside influence of human smuggling, drug trafficking, money laundering, transitional and domestic problems. Foreign friends must legally come into our beautiful country and enjoy their stay without facing any security treats.
Citizens must be respectful of each other and their properties. Women and girls must be able to move around freely in their daily lives. Businesses must be able to operate in a safe and secure environment to grow the economy of the country and create more employment for our people.
2.2.1 Improve Effectiveness and Efficiency of Court Systems
People’s Party believes that to improve the Court Systems foreign judges and court officials need to be brought into to administrate the Courts Supreme, National and District Courts. The Party would lile to see foreign judges especially Australian judges sitting in the Supreme and National Court benches making critical decisions to penalise law breakers.

PILLAR 2.2.1: IMPROVE EFFECTIVENESS AND EFFICIENCY OF COURT SYSTEMS
1.
Establish Village Courts in all 3000 wards throughout the country.
2.
Establish Joint Village Court sittings or Peace and Good Order Committees in all the LLGs.
3.
Establish 89 District Courts in all the Districts with court officials to attend to increased local cases at the districts, (minimum of 2 Magistrates per district).
4.
Rehabilitate and Upgrade 22 National Courts in all the provinces with more than two judges and court officials, (5 Judges in all National Courts.
5.
Identify, revise and increase criminal penalties to deter high occurrences of crimes.
2.2.2 Improve Policing.
People’s Party will strongly push for Senior Officers from the Australian Federal Police to be brought in under a new ECP arrangement to administrate the police force in the country to instil order, discipline and effectively deliver policing duties without fear and favour.

PILLAR 2.2.2: IMPROVE POLICING
1.
Increase Police man power (100 police officers) in all 89 Districts of the country to monitor and contain law and order.
2.
Rehabilitate and upgrade all 22 (1,000 police officers) Provincial Police Commands (HQs) to make them more effective nerve centre to protect lives and properties and monitor law and order in the provinces.
3.
Increase capacity of Regional Commands with Special Forces, SDU, Mobile Squads, Fraud Squad Unit and Prosecution Sections.
4.
Increase recruitment at Bomana Police Training College and expend the college to accommodate the recruits with additional training facilities, resources and personnel.
5.
Increase number of months in training from 6 months to 1 year.
6.
Review and revive PNG- Australia Police Enhancement Partnership Program.
2.2.3 Improve Correctional Services
The People’s Party also would like to see an improvement in the Correctional Services in the country with the support of our Australian Correctional Officers. That is to manage prisons and jail camps properly, carry out rehabilitation on prisoners and minimise the continued jail breakouts.
